This is a regulatory body that works together with businesses and developers in the computing industry to define standard protocols and procedures relating to internet operations. The IETF is accountable and is supervised by the IS (Internet Society) and IAB (Internet Architecture Board) - members of the IETF are taken from the IS. The standards and protocols that the IETF creates are displayed in RFCs (Requests for Comments).
