The CIPAV is a complex government tool that is used to obtain data on people who are under electronic surveillance - This tool is used by the FBI. The software operates in a similar way to a spyware program in that the user is unaware that the software has been installed or that they are being monitored.
CIPAV gains sensitive location information including MAC addresses, IP addresses, operating system information, and any open ports. After the initial scan is performed and information has been gathered, the software will then perform background monitoring and create a log of which IP addresses the user connects to. CIPAV has been approved by the Foreign Intelligence Surveillance Court and has been successful in exposing serious threats including supposed bomb threats against schools.
